SWAT Team and Crisis Negotiators Assist Deputies Safely Arrest Uncooperative Domestic Violence Suspect with Access to Firearms
Spokane Valley Deputies responded to a reported domestic violence assault at a residence in Spokane Valley. Deputies established probable cause to arrest the suspect for Assault 4th Degree (DV), but the suspect, said to have access to firearms, refused to follow commands and surrender. Deputies, knowing they must make an arrest in this instance in accordance with Washington RCW, obtained a search warrant to enter the home to take the suspect into custody. The SWAT Team and additional resources responded to assist due to the information that the suspect had access to firearms and the need to have multiple options to deescalate the tense situation, as per Washington State law. After an approximate four-hour standoff, the suspect was safely taken into custody and booked into jail for Assault 4th Degree (DV) and Resisting Arrest.
On July 24, 2025, at approximately 6:40 pm, Spokane Valley Deputies responded to a reported domestic violence incident at a residence in the 10100 block of E. 15th Avenue. The victim said the suspect, 58-year-old Tandy C. Parker, assaulted him, and although no weapons were involved during the assault, there are firearms inside the home that Parker could access.
Deputies learned the victim and suspect had been drinking alcohol and began to argue, which escalated into Parker assaulting the victim twice. Deputies noted seeing evidence consistent with the victim’s account of the assault, and they spoke to a witness who also corroborated the information.
With probable cause established to arrest Parker for Assault 4th Degree (DV), they attempted to contact her, but their attempts were unsuccessful. Knowing they must arrest Parker for this domestic violence assault per Washington RCW, Deputies obtained a search warrant. With Parker having access to firearms and her uncooperative behavior, Deputies requested the assistance of the SWAT Team, Crisis Negotiators, Spokane Regional Air Support Unit, and additional assets to aid in continued attempts to deescalate the situation as required by Washington State law.
At approximately 11:00 pm, despite continued announcements and with all attempts to coax Parker into peacefully surrendering, exhausted, SWAT Team members entered the residence and safely took Parker into custody.
Parker was transported and booked into the Spokane County Jail for charges of Assault 4th Degree (DV) and Resisting Arrest, where she remains without bail until she appears in court.
