Defiant Suspect, Involved in a Domestic Violence with a Weapon Incident, Taken into Custody Following Standoff

Spokane County Sheriff’s Deputies, SWAT Team members, Crisis Negotiators, K9 Units, and UAS operators all worked together to contain and arrest a violent and uncooperative DV suspect.  Thankfully, the victim escaped during the violent attack and later refused medical aid.

On March 28, 2024, at approximately 10:06 am, Spokane County Deputies were advised of a violent domestic violence incident involving a knife at a residence in the 6300 block of N. Regal Road.

The victim escaped during the violent attack and called 911 from a safe location.

During an interview, the victim said the suspect, identified as 41-year-old Jesse L. Lane, had been upset for the last few days and was consuming heavy amounts of alcohol and possibly drugs.  This morning (3/28), he was very angry and “not in his right mind”.  Lane began cussing and yelling at the victim before arming himself with a large kitchen knife.  As his rage continued, he stabbed a door, physically assaulted and strangled the victim, and threatened to kill her.

The victim was able to flee the residence and call 911.

With probable cause established to arrest Lane for several charges, including felony Assault (DV), several additional Deputies responded to the home, where the suspect was reported to be alone.

A perimeter was established around the home, and Deputies began giving PA announcements, instructing Lane to surrender peacefully and that he was under arrest.  Multiple initial attempts to contact Lane went unanswered, but he was eventually contacted by phone.  Lane was highly agitated, noncompliant, and verbally abusive, telling Deputies to “pull the trigger” before hanging up.

Due to Lane’s irrational and violent actions, along with knowing he was armed with at least knives, the SWAT Team, Crisis Negotiators, K9 Unit, UAS operators, and other assets were called to assist, while a search warrant was requested.

Efforts to de-escalate this extremely volatile and unpredictable situation continued.  However, Lane continued to angrily rant and threaten the safety of Deputies, including threats to kill them or telling Deputies to shoot him.  He walked onto the porch several times while armed with a baseball bat and hit a porch post multiple times, breaking the bat.  He threw the broken bat handle and struck an armored vehicle occupied by SWAT Team members, only to go back inside to arm himself with another bat.

At approximately 5:10 pm, with a valid warrant and with all attempts to get Lane to surrender unsuccessful, SWAT Team members used less lethal options and additional tactics to take Lane into custody.

Lane was provided medical treatment, and after being medically cleared, he was transported to the Spokane County Jail, where he was booked for Assault 1st Degree (DV), Assault 2nd Degree (DV), Malicious Mischief 3rd Degree, and Obstructing Law Enforcement.
