Suspect Arrested Wednesday at HSI Building During an Unlawful Assembly
 Arrested Again Saturday for Assaulting a Deputy at Wednesday’s Incident

Spokane County Investigative Unit (SCIU) Detectives are conducting an ongoing investigation into potential criminal actions by several suspects involved in Wednesday’s incident, later declared an unlawful assembly.  On Friday, SCIU Detectives identified a suspect and established probable cause to charge him with third-degree assault, a felony, for assaulting a deputy.  He was observed this afternoon near Riverfront Park and arrested on that charge.

On Wednesday afternoon, June 11, 2025, during an impromptu demonstration/protest at the Federal HIS Building on W. Cataldo Avenue, individuals blocked the ability of several victims inside from freely and safely being able to leave.

Several Spokane Police Officers and Spokane County Sheriff’s Deputies responded to try and safely remove the victims from the building but were met by a resistant crowd that continued to grow.  Eventually, due to this and other criminal acts, the assembly was declared unlawful, and the crowd was ordered to disperse.  

During this incident, a uniformed Deputy at the location had his head grabbed by a male suspect who ripped/knocked his uniform hat off.  Due to the agitated and volatile situation, the Deputy could not safely arrest the suspect, who remained unidentified, for the felony assault.             

NOTE: Later in the evening of June 11, 2025, Forral was arrested and booked into jail on felony charges of Unlawful Imprisonment (7 counts) and a misdemeanor charge of Failure to Disperse.  On June 12, 2025, after appearing in court, Spokane County Superior Court Commissioner M. Rugel ordered Forral released on his own recognizance on the felony charges.  He was soon released after posting a $500 bond for the misdemeanor charge.  (RCW 9A.40.040 Unlawful Imprisonment /RCW 9A.84.020 Failure to disperse)

On June 13, 2025, SCIU Detectives, continuing to investigate various reported criminal activity committed by some of the people in the crowd, identified the suspect believed to have assaulted the Deputy as 33-year-old Justice Forral.  Through evidence and witness statements, they developed probable cause to charge him with Assault 3rd Degree, a felony.  

On June 14, 2025, just before 11:30 am, Forral was observed near Riverfront Park and safely taken into custody for this charge.  He was transported to the Spokane County Jail, where SCIU Detectives booked him for felony assault on a law enforcement officer.   (RCW 9A.36.031 Assault 3rd Degree)

On June 15, 2025, Spokane County Superior Court Commissioner J. Scharosch ordered Forral to be released on his own recognizance, and he was released from jail.
